Plus, Leon really didn't care about Umbrella thereafter. His job didn't consist in meeting with any of the BSAA executives or officials working under it. But if the rumor that Leon and Jill are the couple of RE6 will surely shed some light on more details of the storyline. We do know Leon and Chris have actually met.
Yes, it was founded by them...But where would they get the funds without a higher up to back them..And his job consists of dealing with threats to the the U.S. and it's figure head family, and thanks to RE4 we know they are a prime target for bioterrorism...So it's most DEFINITLEY in his job description...It makes perfect sense that he had a hand in getting it established...I never said he founded it...
 
Following the Raccoon City incident, Claire and Leon split up, and she continued her search for Chris, while Leon continued to look after Sherry. Leon and Sherry were soon apprehended by the US government; Sherry was taken away and placed in protective custody while Leon was interrogated. Apparently, Leon never mentioned Claire or Ada, but the government were interested in recruiting him, since he now possessed the experience they were looking for; Leon accepted.
His subsequent training as a government agent turned him from a simple police rookie into an expert special agent. He became much more competent in terms of weapons handling and unarmed combat, specifically knife combat.

There's no mentioning of Leon in having an impact in creating the BSAA. It's the government who funds it. Leon is just an operative.

And who do you think probably could've given the government the data they needed...Leon...He is more likely to be listened to than Chris...I'm not sayin he DID...I'm sayin it's my belief and logistically makes perfect sense...I've found others on this site that agree...Maybe not 100 percent, but can definitely see it as a possibility...

Chris is one of the founders so it's definitely Chris who's taken under consideration more than Leon. His role as an operative doesn't grant him any special status. He has more knowledge in bioterrorism than any of the other operatives, sure, but that's it.
Chris and Jill are way more experienced in that field than Leon can be.

No kidding it was Chris, but what makes you think him being an operative, one who is by the president's side at all times might I add, gives him no pull. It was because of his experiance with B.O.W.'s that got him his position to begin with...What influence in the government, or even notice BY the government, did Chris and Jill have...They needed a guy on the inside to help kickstart things...

Officially backed by the United Nations, their main purpose is to combat and prevent bio-terrorism.
One of their duties is to track down B.O.W.s and other viral weaponry developed by Umbrella that is being illegally sold on the black market to various bio-terrorists.
The BSAA have advanced technology and a number of skilled personnel in their ranks. There are branches stationed around the world, including Africa, Europe, and America.
Members of the BSAA receive special training to combat BOWs and the infected, which sets them apart from the regular military. The BSAA headquarters are located in England.

Chris and Jill have the United Nations to back them up. There is no need for a simple operative, despite the experience, to kickstart things. Leon has a very insignificant influence and impact.

I highly doubt the UN backed them from the get-go...They needed someone with a high rank and good knowledge of bio-terrorism to give them reason...Chris and Jill had absolutely no ranking...They were nobodies...

At the age of around 17, Chris joined the United States Air Force, serving as a pilot and marksman. In addition to flying fighter planes, he demonstrated outstanding firearms handling and was trained rigorously in hand-to-hand and knife combat, and took part in missions overseas. However, Chris was constantly coming into direct conflict with his superiors. Unable to settle these disputes, he was eventually discharged without honors, though his file states that he retired (possibly a cover story), at around 23–24 years of age.

Before joining S.T.A.R.S., Jill was part of the U.S. Army's Delta Force training program, where she earned extremely high grades in bomb disposal. She was recruited into S.T.A.R.S. for her already well-developed fighting skills.

Of course... NOT.
They aren't nobodies now, no, of course not...But when the idea of the BSAA started were they known by anyone...Anyone in any position of power that is...Leon was taken into the government that day he was found. I have plenty of knowledge of the characters, there are few people as obsessed as I am. So much so that it is the only game series i play. Other than that i HATE video games in most cases. The S.T.A.R.S were seen as crackpot fools by the end of RE1, and hadn't got their reputation back till the virus hit Raccoon. But by then, everyone who thought they were crazy to begin with was dead. Who was there left to recognize them. So really, they were in the same boat as Leon. Chris wasn't even in the country to be found by the government, and Jill escaped without recognition. Doing who knows what between 98 and 05, besides the attack on Umbrella in 03. Leon had been working for the government that ENTIRE time, because of his experience with B.O.W.s...While you do make a convincing argument, you cannot PROVE that Leon had no hand in creating it. As oposed to me, because i'm out to prove nothing. I was just speculating on the possiblities...

The Special Tactics and Rescue Service (S.T.A.R.S.) was an elite special forces division of the Raccoon City Police Department. It employed ex-military personnel and academic civilians for appropriate positions within the police department.The overall idea was to form a team combining tactically-sound soldiers with scientists, allowing the team to operate in both anti-terrorism and anti-drug operations.

Exclude Jill from nearly all of that...She wasn't fighting Umbrella until Russia, she was surviving. Chris, yes, was fighting Umbrella, but he was doin it pretty much on his own. Until Russia, he had no governmental backing, and to be honest, We don't even know how he and Jill really got the clearance to launch an attack on the Umbrella stronghold in Russia. That's still sort of a mystery, to me at least. If you'd like to clear that up, be my guest. And don't question the crackpot fools thing, I never accused the S.T.A.R.S. of being fools, I said that's what Raccoon thought of them when they went on ranting about monsters in Arklay. It even says so in a file in RE3, I believe, and even if it doesn't, check the RE Wikia, because you can get all your info there.
 
This is going to be awesome!!!!!!!!!!!!! Hopefully it will be as scary as REmake, but not so much it overshines it, cuz its mah baby.

Even if it's not as scary as the old games its ok with me. I just don't want another RE 4 or 5. I want old school survival horror.. but I speak for everyone I believe.
I love 4, but just as long as it isn't a canon 'Resident Evil' main number. I loved it, but it wasn't 'Resident Evil'.

A mesh between old school and Resident Evil 4/5? What's your take on that, REN?

Finally, Jill, together with Carlos, escape the city by a helicopter piloted by Barry Burton, who had come back from Canada to rescue his comrade. As they flew away, Jill witnessed the annihilation of Raccoon City by nuclear missiles on the order of the U.S. government. Jill and Barry would go on to become involved in various anti-Umbrella groups and activities until Umbrella's closure.

Here's also the part which confirms that Chris and Jill remained partners from post-1998 till 2006 when Jill was presumed dead along Wesker.

Chris is reunited with Jill, who had previously escaped Raccoon City with Barry Burton. She had arrived at Chris' ransacked apartment and found only his knife on the floor. Jill set off to find Chris, who also took action to find her. Together they joined an anti-Umbrella and bio-weapon task-force. They designated themselves partners, working only with each other, and for the next five years, they did everything they could to try and expose Umbrella, but always wound up at a dead end.

Following their return from the mansion, Chris and
Jill attempted to inform the authorities of Umbrella's
activities. For all their good intentions, they were
met with no movement towards any official
investigation into the company.

Fed up with the lack of response, the two took it upon
themselves to investigate Umbrella. They concentrated
their efforts on Umbrella's main base of operations
in Europe. As a S.T.A.R.S. member entrusted with
protecting Raccoon City, Jill chose to remain in the
city for the time being and investigate the Umbrella
research facility there before rendezvousing with
Chris in Europe.

In 2003, Jill had now focused her life on exposing and destroying Umbrella. She and Chris Redfield, again partners, had joined an anti-bioterror organization. They were dropped off at a Russian Umbrella facility, where they carried out a full-scale assault on the facility, destroying any of Umbrella's old Bio-Weapons encountered, and skillfully avoiding traps.
They made their way through the facility and eventually, they were confronted with a new experimental Bio-Weapon, codenamed T-A.L.O.S. Colonel Sergei Vladimir revealed himself to be the creator, and sealed Chris and Jill inside the T-A.L.O.S. containment room and activated the monster. Having no choice but to fight, the partners were successfully able to defeat it. Even though their troubles with Umbrella were over, Jill and Chris were reluctant to celebrate their victory over Umbrella after escaping the facility, as they were well aware that their old nemesis Wesker was still at large. Umbrella quickly declined and was shut down. Jill and Chris remained partners and continued to try and put an end to bio-terrorism.


Five years later, in 2003, Chris, and Jill had by now focused their lives on exposing and destroying Umbrella. He and Jill were dropped off at a Russian Umbrella Facility, believed to be housing a new BOW. They carried out a full-scale assault on the facility, destroying any of Umbrella's old Bio-Weapons encountered, and skillfully avoiding traps.
Eventually, they were confronted with a new experimental Bio-Weapon, codenamed T-A.L.O.S. Sergei Vladimir revealed himself to be the creator, and sealed Chris and Jill inside the T-A.L.O.S. containment room and activated the monster. Sergei taunted them, announcing that as fellow soldiers, Chris and Jill know the feeling of being alive in battle, before revealing T-A.L.O.S. as if to say no amount of battle experience is enough to defeat this new BOW.
Having no choice but to fight, Chris and Jill were successfully able to defeat T-A.L.O.S., finally ending Umbrella once and for all. After escaping the facility, Chris and Jill still lamented that Wesker was still out there. Though their troubles with Umbrella were over, it would only be a matter of time before they would be dealing with Wesker again. Unknown to them, Wesker had actually infiltrated the same facility in order to take out Sergei Vladimir.

Did you even bother to go read the wikia...Sue me for not being able to remember the exact thing that said it, but i know it was there...And I notice you didn't comment on how they got the clearance to attack Umbrella in Russia...Where is their governmental backing...thats the age old question that you have beat around the bush and not answered...

Or maybe it was just something about a Motherland where the T-virus originated... Which makes more sense.
