He wouldn't be in the city during the outbreak...He would have relocated where he wouldn't be recognized, has his name changed, and hair dyed...If ever he was involved in another outbreak, it would be some years later...The only reason I said forest is that I don't see him staying in the city till the outbreak.
I know, that's why I said I figured he wouldn't be their, which means they wouldn't be able to make a game of him trying to escape the raccoon city outbreak.
Well if you read the resident evil books by SD Perry (Even though it wouldnt have anything to do with the series) in book 2 Caliban Cove, Rebecca works with the STARS branch in Maine to find a reported other lab by a lighthouse.Unless he went to RC to rescue Rebecca...
However, I prefer to think Rebecca moved to another place right after the mansion incident.

Seriously, it's so stupid the way Capcom just leaves out characters. It's maddening!
It's especially sad because Sheva is probably another one of those characters we're never going to see or hear of again. I always wondered why they didn't put Rebecca in Sheva's place. Then fans wouldn't have to wonder anymore what happened to her, we would have one more recurring character instead of two that only appear in one game (well, Rebecca had two, to be fair), and Wesker's talk about the family reunion would make even more sense. Somehow Barry never came to my mind, but now that you all mention, it would have made sense too.
I'm not sure about Billy's return, though. Many fans seem to think that it's best to kill Chris and Leon off before they get too old for business, yet Billy is even older than the two of them, and since Capcom obviously prefer younger characters (Sheva is only 23 in RE5), I don't know what they mean when they say that Billy might return... Well, let's wait and see.
I can see it now. Resident Evil 7, starring geriatric ass Chris Redfield and Leon Kennedy lolz. I kid, I kid. But seriously, hopefully they bring back some of the "one off" characters before ending everythingYea, I personally don't appreciate that Capcom is aging the story as rapidly as it has. This is probably the main reason so many fans have programmed themselves to ask for a reboot or for the originals to hang up their boots. I for one don't want to see this happen. Eventually it might, I suppose....

I think Billy, being wanted with his crimes never really being cleared, probably traveled to another country to live his life. The possible future game will probably feature him in the middle of a zombie outbreak in one of those foreign cities, preferably a lesser-populated town or village and not a major city. I like the city setting and liked the return of it in RE6, but I prefer an alone, isolated setting. Somehow, I feel we wouldn't see any other familiar faces and it'd just be Billy on his own, like Leon in Resident Evil 4 (minus Ada's appearances). I'd like it.
Sounds good. Then perhaps the BSAA sends in a squad (which Rebecca could be part of) to rescue survivors and clean up the mess. That way, Rebecca and Billy could have a reunion. Maybe they could throw Carlos in there as Rebecca's partner in the BSAA.
