Resident Evil 4 When does the merchant start selling the tactical vest?

I'm brushing up on my RE 4 skills on PS3 and I'd like to buy the tactical vest... I thought it became available right when you reach the island stage but my gypsy friend won't sell it to me! Is it available later on in the game or does the PS3 version skip it?

I remember buying it Right before the part when Ashely is driving that Dump truck thing. I don't know if this helps. But that's where I first bought it.

I don't remember. But why seek it before you could reach it? I am sure it must be available. Why strip it from the game?I am sure you could purchase other upgrades until you reach it. How does that sound?

Its available in the military base.

It first becomes available the merchant before the regenerator area. Just before the bit with the door that keeps getting closed and first there are militia with dynamite and then there are archers. The room before that. Merchant. Tactical Vest.
