Billy and Rebecca meet in a Tokyo-like city on the coast, to catch up on old times. It was a convenient spot for them because she had family in Japan and he was stationed off the coast of Japan and had a week off [BSAA service]. After an hour or two of dinner, they went their separate ways. Billy stayed the night in a hotel.
The following morning Billy woke up and went to a coffee shop. Relaxing and enjoying the foreign environment, but he was unsettled by commotion within the coffee shop. People were huddling around a television set.
There was a bank robbery taking place, in their city. There were about nine of them; they specifically asked for a news camera. Each of them were wearing a different animal mask. Billy was intrigued at first, but then he saw Rebecca on her knees within a long row of hostages.
The terrorist group made their demands: 10 billion dollars from the US Government or one civilian every hour will be shot, and every two hours, they’ll release a B.O.W. into the city. To make their seriousness known, live on camera, they shoot one civilian and claim they’ve released a B.O.W. [which means they’ve got members scattered throughout the city.
Billy tried to warn the people, but the communication barrier is too much. He hears an explosion outside, and then a car crashes through the window. He blacks out.

After the fall of Umbrella, he was yet again captured by officials but had a fair trial. With the help of Rebecca as a witness in the trial, with testimony that he helped her survive and cause a few setbacks against Umbrella, the supreme court was able replaced prison time with service. He was to serve under the BSAA for 10 years. In 2011, he was stationed off the coast of Japan to monitor bio-pirate activity, which BOW deals take place in the deep sea, far from coasts. On his off time, he found out that Rebecca was visiting some family in Japan; so they decided to meet in a mutual location. That's when the new nightmare began.
Rebecca Chambers
After the date with Billy, she found herself held hostage in a bank by a devious bioterrorism group named: Crimson. Her fate will be determined on whether the U.S. pays 10 billion dollars to the bioterrorism group, or if Billy manages to save her; but time is ticking, because every hour the Crimson’s will kill a civilian in the bank.
Crimsons
9 of them are located in the bank; they’re dressed more like a cult than a terrorist group. Each one wearing a different mask [similar material used on Jill’s mask in RE5]: A lion mask [leader], bear mask, wolf mask, bat mask, bird mask [identical to Jill’s mask] , locus mask [with antennas], reptilian mask, shark mask, and a monkey mask. These members are only the tip of the iceberg and most likely pawns.
Their plan using BOWs
Every two hours the US government doesn’t pay them, they release a new, deadly BOW into the city. More specifically, they planned for the most deadly BOWs to protect the entrance to the bank so the local police or military will most likely be killed if they try to take the Crimsons head on. To make their seriousness known, they began by shooting one civilian and releasing one BOW into the city immediately. The BOW they send into the city is called a Behemoth--genetically modified from the El Gigante, the Behemoth was designed to quickly spread a viral outbreak--after causing much damage to the city, the Behemoth will gradually slow down and become ill. From the illness will come forth mobile Plagas, genetically combined with the T-Virus, bursting from its back infecting any living organisms. If a Plagas infect a living organism, the host will be infected with the Plagas and the T-Virus, making it a more efficient BOW. Unlike the Plagas type 2, in which a Majini needs to forcefully jam a Plagas down a victims throat. The T-Majini’s have two ways of infecting people: 1) A matured Plagas as in RE5, 2) Bites or scratches will transmit the T-Virus. The Majini wouldn’t be attacked by normal zombies, because they too are infected with the T-Virus. The T-Plagas will cause a biohazard dealing with both zombies and majini.
Their true intentions
Little do players or hero characters know, each Crimson member is genetically modified, as Jill was in RE5. Jill’s bird mask was just a tool used to label the type of genetic modification applied. In Jill’s case, the bird represented enhanced Agility. Each member has their own unique set of skills that differ greatly from one another, but none of them are God-like [Wesker-like], each of them are balanced by natures’ design of realism and fricken laws of gravity which Wesker seemed to ignore.
Their plan was initially set in motion from Chris’s defeat of Ricardo, Excella, and Wesker. They’re basically an Umbrella like organization that didn’t get caught, and now they face the whiplash of Umbrella’s misfortune. Their goals are more simple than human perfect or super soldiers, they simply are Charles Manson-like people that got lucky; they just want to watch the world burn.
So they deliberately kidnapped Rebecca, because through their resources they knew Chris knew her; and they wanted to kill Chris because he seems like the biggest threat for them. So, instead of kidnapping Claire, which would be too much obvious, they decided to kidnap Rebecca--not so obvious that he’d catch on to a plan to kill him, and an acquaintance he didn’t love so much that he’d be fueled by anger [as he was with Jill]. They determined that if Rebecca was a hostage, then he might come to save her based on respect. Even if he didn’t come, they knew they could easily retrieve 10 billion from the US government. And they knew if the US government didn’t give them money, then the Japanese government would hate the US for not saving their citizens... So essentially it’s a win-win situation for the Crimsons.
At a particular point in the game, the Crimsons leave the bank and split up, each with their own share of hostages.
