PREMISE
Billy and Rebecca meet in a Tokyo-like city on the coast, to catch up on old times. It was a convenient spot for them because she had family in Japan and he was stationed off the coast of Japan and had a week off [BSAA service]. After an hour or two of dinner, they went their separate ways. Billy stayed the night in a hotel.

The following morning Billy woke up and went to a coffee shop. Relaxing and enjoying the foreign environment, but he was unsettled by commotion within the coffee shop. People were huddling around a television set.

There was a bank robbery taking place, in their city. There were about nine of them; they specifically asked for a news camera. Each of them were wearing a different animal mask. Billy was intrigued at first, but then he saw Rebecca on her knees within a long row of hostages.

The terrorist group made their demands: 10 billion dollars from the US Government or one civilian every hour will be shot, and every two hours, they’ll release a B.O.W. into the city. To make their seriousness known, live on camera, they shoot one civilian and claim they’ve released a B.O.W. [which means they’ve got members scattered throughout the city.

Billy tried to warn the people, but the communication barrier is too much. He hears an explosion outside, and then a car crashes through the window. He blacks out.

CHARACTERS

Billy Coen Main playable character
After the fall of Umbrella, he was yet again captured by officials but had a fair trial. With the help of Rebecca as a witness in the trial, with testimony that he helped her survive and cause a few setbacks against Umbrella, the supreme court was able replaced prison time with service. He was to serve under the BSAA for 10 years. In 2011, he was stationed off the coast of Japan to monitor bio-pirate activity, which BOW deals take place in the deep sea, far from coasts. On his off time, he found out that Rebecca was visiting some family in Japan; so they decided to meet in a mutual location. That's when the new nightmare began.

Rebecca Chambers
After the date with Billy, she found herself held hostage in a bank by a devious bioterrorism group named: Crimson. Her fate will be determined on whether the U.S. pays 10 billion dollars to the bioterrorism group, or if Billy manages to save her; but time is ticking, because every hour the Crimson’s will kill a civilian in the bank.

Crimsons
9 of them are located in the bank; they’re dressed more like a cult than a terrorist group. Each one wearing a different mask [similar material used on Jill’s mask in RE5]: A lion mask [leader], bear mask, wolf mask, bat mask, bird mask [identical to Jill’s mask] , locus mask [with antennas], reptilian mask, shark mask, and a monkey mask. These members are only the tip of the iceberg and most likely pawns.

Their plan using BOWs
Every two hours the US government doesn’t pay them, they release a new, deadly BOW into the city. More specifically, they planned for the most deadly BOWs to protect the entrance to the bank so the local police or military will most likely be killed if they try to take the Crimsons head on. To make their seriousness known, they began by shooting one civilian and releasing one BOW into the city immediately. The BOW they send into the city is called a Behemoth--genetically modified from the El Gigante, the Behemoth was designed to quickly spread a viral outbreak--after causing much damage to the city, the Behemoth will gradually slow down and become ill. From the illness will come forth mobile Plagas, genetically combined with the T-Virus, bursting from its back infecting any living organisms. If a Plagas infect a living organism, the host will be infected with the Plagas and the T-Virus, making it a more efficient BOW. Unlike the Plagas type 2, in which a Majini needs to forcefully jam a Plagas down a victims throat. The T-Majini’s have two ways of infecting people: 1) A matured Plagas as in RE5, 2) Bites or scratches will transmit the T-Virus. The Majini wouldn’t be attacked by normal zombies, because they too are infected with the T-Virus. The T-Plagas will cause a biohazard dealing with both zombies and majini.

Their true intentions
Little do players or hero characters know, each Crimson member is genetically modified, as Jill was in RE5. Jill’s bird mask was just a tool used to label the type of genetic modification applied. In Jill’s case, the bird represented enhanced Agility. Each member has their own unique set of skills that differ greatly from one another, but none of them are God-like [Wesker-like], each of them are balanced by natures’ design of realism and fricken laws of gravity which Wesker seemed to ignore.
Their plan was initially set in motion from Chris’s defeat of Ricardo, Excella, and Wesker. They’re basically an Umbrella like organization that didn’t get caught, and now they face the whiplash of Umbrella’s misfortune. Their goals are more simple than human perfect or super soldiers, they simply are Charles Manson-like people that got lucky; they just want to watch the world burn.
So they deliberately kidnapped Rebecca, because through their resources they knew Chris knew her; and they wanted to kill Chris because he seems like the biggest threat for them. So, instead of kidnapping Claire, which would be too much obvious, they decided to kidnap Rebecca--not so obvious that he’d catch on to a plan to kill him, and an acquaintance he didn’t love so much that he’d be fueled by anger [as he was with Jill]. They determined that if Rebecca was a hostage, then he might come to save her based on respect. Even if he didn’t come, they knew they could easily retrieve 10 billion from the US government. And they knew if the US government didn’t give them money, then the Japanese government would hate the US for not saving their citizens... So essentially it’s a win-win situation for the Crimsons.

At a particular point in the game, the Crimsons leave the bank and split up, each with their own share of hostages.

Chris Redfield and Jill Valentine
The unknown plot revolves around the assassination of Chris [and Jill], but Chris doesn’t [nor do players] know it. Billy and Chris bump into each other with the BSAA in common, but eventually they realize they both have a connection: Rebecca. Chris and Jill are by all means cameo characters that can be playable for co-op, once the player finds Chris in the campaign; but if Billy doesn‘t want a partner, then Chris and Jill stay in the safe house [another nifty use for the safe house]. Otherwise, co-op will just be Billy and a random survivor. Eventually Chris and Jill do too much damage to Crimsons’ plan, which they hadn’t expected [but they didn’t put Billy into the equation], so they hire a professional to kill Chris and Jill.

Chris Redfield Details
Chris can be an optional co-op partner, or AI partner. Chris's abilities differ from Billy and Jill; he is the strongest character in the game, has the most melee moves, and is the steadiest when aiming a gun. Despite his strengths, Chris is undoubtedly the slowest of the characters.

Jill Valentine Details
Jill can be an optional co-op partner, or AI partner. Jill's reputation of a lockpick expert is still true, she can unlock almost anything, whereas Billy and Chris would have to find key cards and keys. She's the quickest and most agile, but takes damage more heavily than Chris and Billy. Also, she can squeeze into areas that are too small for Billy.

Lion Crimson AKA Maahes
Wearing a lion mask, this deep-raspy voiced man clearly calls all the shots. He goes by the name of Maahes [Egyptian Lion prince]. His true identity may never be known. He's the most well-rounded of all the members of the Crimsons; and considerably the smartest. He's extremely strong, but not so burdened by strength that he'd be slow. It's unknown why he is the leader of the group, and it's possible that he's just a pawn for something greater.
Age: Unknown
Height: 6’1”
Weight: 200 lbs
Abilities: Enhanced speed, strength, agility, sight, hearing. He’s not overburdened with any particular ability.

Bear Crimson AKA Beorn
Age: Unknown
Height: 6’5”
Weight: 300 lbs
Abilities: Super strength, but his fastest speed is a slow jog.

Wolf Crimson AKA Fenris
Age: Unknown
Height: 6’2”
Weight: 190 lbs
Abilities: He’s well rounded like Maahes, but he’s got extra focuses enhancements regarding speed.

Monkey Crimson AKA Howler
Age: Unknown
Height: 5’8”
Weight: 160 lbs
Abilities: Highly skilled in martial arts. He’s got incredibly enhanced agility, reflexes and speed.

Bat Crimson AKA Vlad
Age: Unknown
Height: 6’1”
Weight: 190 lbs
Abilities: Night vision. Enhanced agility.

Reptile Crimson AKA ???
Age: Unknown
Height: 6’1”
Weight: 200 lbs
Abilities: Incredibly durable skin. Regenerative limbs.

Locus Crimson AKA Jumper
Age: Unknown
Height: 5’11”
Weight: 180 lbs
Abilities: Enhanced jumping abilities, as well as slight modifications in agility.

Bird Crimson AKA ???
Gender: The only female [wears a mask identical to Jill’s]
Age: Unknown
Height: 5’5”
Weight: 110 lbs
Abilities: Almost identical to Jill’s in RE5.

Shark Crimson AKA Kamo
Age: Unknown
Height: 6’3”
Weight: 200 lbs
Abilities: Water breathing. Swimming, speed and strength enhancements.

GENETIC ENHANCEMENTS
Reason for genetic enhancements: The entire ideal of the Resident Evil franchise are villains trying to create “human perfection” so to speak, but also “weapon perfection”, so to speak. The Crimsons are products of experimental performance enhancers, which derived from Progenitor virus research, that could easily be sold to athletes or used in Biological weapon research. None of them are abominations like Wesker; each are balanced.

CRIMSONS AS BOSS BATTLES
Each Crimson member will naturally go to a location where they would thrive if under attack. And the gameplay would revolved around such details. Also, some boss battles will revolved around cutscene fights like Jack Krauser, or interactive gameplay like counterattacks, or just good ol’ manual gameplay.

GHOST [The Professional bio-hitman]
Ghost is only the codename for this character because his jobs are so clean that it’s as if nobody was their. Ghost is as scary and resourceful as Anton Chigur in No Country For Old Men; he’s as fun and devious as The Joker in The Dark Knight; and he’s as mysterious as ruthless of a villain that Resident Evil has produced. Unlike Wesker, who holds a gun to Chris’s head but doesn’t fire, Ghost won’t hesitate; he’s professional and coldhearted. He used handheld weapons, like guns and knifes, but his true cup-of-tea are customized B.O.W.’s. Kinda like Chigur’s customized silenced shotgun, Ghost has bizarre biological creations that he takes pride in. Ghost has nothing against Chris or Jill; it’s just business. He’s never failed a job. Will he fail this time?

You rarely run into this character, in fact you will most likely see the results of his damage or read documents, journals and stuff mentioning him.

ENEMY TYPES

T-PLAGAS BYPRODUCTS
1. T-Majini: Literally these are Majini infected with the T-Virus. They have two ways of infecting organisms, a) jamming mature Plagas type 2 down an organisms mouth, or b) scratches and bites will transmit the T-Virus, if they’re unsuccessful using Plagas type 2.

2. Zombies: A result from a human getting scratched or bitten by T-Majini, or the T-Virus infected
.
3. Crimson Head: Not to be confused with the bioterrorism group. If a zombies’ head isn’t removed from its body, then it will become a Crimson Head within hours; or if a zombie isn’t burned to ashes, it will become a Crimson Head. Later in the game, players will realize burning bodies is a smarter idea, due to the G2 Virus entity.

4. T-Virus / T-Plagas infected animals

5. Plagababies: Human babies infected with the Plagas. Basically it’s a baby with parasite legs sticking out of them.

6. T-Duvalia: It's reasonable to think that the T-Virus would have some effect inside the T-Majini's bodies.

CRIMSONS’ B.O.W. TYPES
1. Behemoths: A modified version of the Ndesu. Only the first Behemoth released into the city was designed to become ill and spread a viral outbreak. There are three other Behemoths wandering the city. One of them are normal, the other two even more modified: one is infected with the G-Virus, and the other is infected with the T-Veronica. Each Behemoth requires a different strategy to defeat it.

2. Sobek: Named after the Egyptian crocodile God of the Nile. This is a reptilian/fish-based B.O.W. that thrives equally in both water and on land. It’s inspired by the creature from the Korean horror film, The Host. This B.O.W. is released into the water off the coast line; it isn’t infectious, but extremely deadly. It’s appetite is enhanced by an intensely fast metabolism.

3. Sekhmet: Named after Egyptian Lioness-goddess of destruction and war. It's a large cat-based BOW. It might possibly be spliced with other species.

4. G2-Virus entity: This is a product of genetically fusing the G-Virus with the Uroboros Virus. It uses organic matter to increase its size, but it also uses DNA of the organic matter to improve itself. Absorbing a chameleon would give it basic camouflage abilities; nothing extensive. It also has basic shape shifting abilities. Once an organism is absorbed into, or infected by, the G2-Virus entity, it will become likeminded and harmonized with the a central desire that is true with all G2-Virus infected matter: growth. The G2-Virus entity can separate itself into organisms as small as mice, or combine into one massive organism.

5. The U9: [just to continue the new U tradition] A DNA spliced creation that is merely the Crimsons' signature creation. The U9 means "united nine". It's a massive, overgrown BOW that is composed of Lion, Wolf, Bear, Bat, Shark, Monkey, Locus, Komodo Dragon and Eagle DNA [based on their masks]. It's infected with a type 4 Plagas which is controlled by a control Plagas. It's unknown whether uses the T-Virus, G-Virus, or T-Veronica virus as well.

6. Anubis: The BOW that protects each member of the CRIMSONS, once they reach their separate destinations. They're named after Anubis, the Egyptian Jackal God that watches over the dead. They're human, wolverine, and wolf-spliced creatures that are humanoid but have wolf-wolverine-like faces.

GHOSTS’ B.O.W. TYPES
1. Prowler: Acts as a Nemesis-like B.O.W. designed to follow Billy wherever he may go. There is practically no way of killing Prowler. Stunning him is only for a few hours, then he’ll be back. I don’t know what he looks like at this moment.

2. Aesinos: Ghost's signature BOW, Spanish for Assassin. It's more of a mini-boss; they're randomly scattered across the city, dressed up like normal peopl. Aesinos are Garrador-based, but altogether a much more effective BOW.

3. Hammerheads: Ghosts’ water/land B.O.W.. They’re basically tyrants, spliced with shark DNA. I’m not sure exactly how they look, but my idea is that they’re creepy like the Big Daddy’s from Bioshock. Basically these B.O.W.’s monitor the beach / dock areas for survivors.

4. Licker Upgrades

5. Hunter Upgrades

6. D-TOX14: Ghost uses an experimental nanoswarm [like in Michael Crichton's Prey]. Basically it's his eyes and ears in the city. All it looks like is floating dust. It helps Ghost record B.O.W. data, but also helps him locate Jill and Chris throughout the city.

OTHER ENEMIES
1. Lesser Crimson members: Unlike the bank Crimson members, these member wear blank masks. They're also genetically modified, being quicker and faster than normal people; but their enhancements aren't comparable to the animal-masked members.
2. Paranoid survivors: Some survivors are just so paranoid that they'll attack you on sight.
3. Rebecca Chambers infected: I think Billy [and/or Chris] will have to be forced to kill Rebecca. I know it's not very nice, but these hero characters have to feel some heartbreak. They have to fail sometimes.
4. Ghost: Sometimes you'll encounter him, but he's too smooth to be killed.

WEAPONS

MELEE WEAPONS
1. Combat Knife
2. Machete
3. Brass Knuckles
4. Fire-axe
5. Stun Rod

FIREARMS
1. Handguns
2. Shotguns
3. Assault Rifles
4. Sniper Rifles

OTHER WEAPONS
1. Rocket Launcher
2. Flair Gun [Some enemies might be attracted to light, or frightened by light, or can be used to catch enemies on fire]
3. Handgrenade
4. Flash Grenade
5. Incendiary Grenade
6. Sleep-gas Grenade
7. Flame thrower
8. Fire-hose
9. Trip wire
10. Spear gun
11. Turret
12. Net gun
13. Nail gun
14. Chainsaw
[Some of these weapons have particular uses, other than a weapon. Sleep-gas grenade might knock out hostile survivors, so you don't have to kill them. Spear gun would probably be used to kill Hammerheads. Chainsaw would probably be good at cutting through particular objects. Flamethrower would be used to burn bodies for efficiently.]

AWAKENING
Billy wakes up from the car crashing into the coffee café, he walks outside. [By the way, this isn’t a cut scene]. He here’s screaming throughout the city; if he looks around, he might even see some survivors running from Majini, or people “tripping” off buildings [suicide or forced]. Outside, the Behemoth is laying on its stomach, barely moving [feels Jurassic Park-like]. It’s obvious that it’s alive due to the fact that it’s breathing. Blood, guts, and pieces of rib and spine are dangling from a wound [like a popped huge pimple]. This is where the T-Plagas emerged from. Of course Billy doesn’t know this, nor do the players. And nearby is a plan surveillance-like van, and if Billy observes it, he’ll see a tricell logo which would be a familiar to a BSAA member. He opens the back of the van and he sees a bloody mess, and a document. The document explains that the Crimson members were controlling the Behemoth using a control Plagas that was hooked up to a computer system. The document may also explain that the purpose of the Behemoth is merely to spread the outbreak.

Why is there a bloody mess? That’s up to the players to decide. Just to leave a little mystery in the game. Maybe the control Plagas broke out of its tube-like think hooked up to the computer in the van and tore them apart?

Basically this first playable part of the game sets the mood for the rest of the game. It’s very interactive; there’s room for mystery; it’s a survival horror.

THE CITY DETAILS
The city is a fictional Japanese City located on the coast.

It has a business district, rich district, middle class district, and slums.

There are a few homes and hotels that reach across the beach line.

There's also a dock area with yahts tied up, owned by rich people. [most likely where the shark crimson is located and where you fight the Sobek]

More or less, the city looks like a typical japanese city which western influences.

There are a few safe house potentials across the city. Whether it's a crappy apartment room located in the slums, or a middle class house, or a yaht [maybe].

I'm not an expert in Japanese architecture, so use your imaginations.

GAMEPLAY ELEMENTS
The control system will be almost identical to Resident Evil 5, but uses cutscene-gameplay more wisely.

In single player campaign, the Leon inventory will return; if however, playing with a partner, an improved real-time RE5 inventory will be available.

The money system will come from treasures that could be sold to an antique shop owner. Or doing favors for survivors. The money can be used to upgrade weapons, or learn melee attacks such as a neck breaker. BSAA camps will be located throughout the city, and there Billy will find gun experts who’ll have knowledge to teach him melee attacks or upgrade weapons, or buy BSAA weapons, or to improve your aim. It might seem like an RPG in this regard, but it’s only because the merchant wasn’t available and I think it would add some depth and strategy to the game.

The safe houses will be used to drop off unwanted items [item boxes], and is where Billy’s saved survivors will head. Billy, however, will have to be particular on who he lets into his safe house, because T-Virus infected survivors may kill off his other survivors. Also, Chris and Jill wait at the safe houses [which is smart for co-op, but gives the player the choice of playing without a partner]. Also, these safe houses may come under attack once in while, and Billy will have to fend off unwanted visitors.

Typewriters return.

Communication with other characters will be RPG like, such as Fallout 3. But nothing that would hurt the vibe of Resident Evil.

Vehicles can be driven at particular areas in the game. Only if it’s practical within the content of the story.

Body limbs can be shot, or chopped off.

Once you complete the game, you get mercenaries mode, survival mode, and verses mode [team or free for all]

OTHER DETAILS
The Crimsons control the Behemoths, Sobek, Sekhmet, U9, and Anubis's by control Plagas hooked up to computers, in which they have surveillance vans scattered throughout the city with control Plagas computers; also they control the Majini by this process. It's not practical for them to inject themselves with the control Plagas, like Jack Krauser did, because they already have enhanced abilities without risk of mutations. Computers are the next logical step.

The Crimsons use Tricell equipment, but it's unknown whether or not it's stolen equipment or if Tricell is using the Crimsons for their own reasons.

Crimsons may have been one of Umbrella's competition creating B.O.W.'s back in the later 90's.

MUSIC
I can’t say what the music would sound like in the game, but I like songs such as: “In The House / In A Heartbeat”, which is the theme song for 28 Days Later and 28 Weeks Later, so if the theme song of the game could be just as good as that song, then I’ll be happy. But I also am a fan of the deep bass loop in John Carpenters ‘The Thing’. Melodic piano samples can create eerie vibes too.

Basically, my ideal sound would be Mike Shinoda, John Murphy, Resident Evil music, Classic Horror themes, and Massive Attack, put into a blender, but something original and scary and dramatic.

INSPIRATIONS
Michael Crichton novels, Dawn of the Dead [original and remake], Clive Barker gore, Fallout 3, Left 4 Dead, Dead Rising, Jurassic Park, The Thing, Night of the Living Dead, The Dark Knight, Invasion of the Body Snatchers, I Am Legend [novel], 28 Days Later, 28 Weeks Later, No Country For Old Men, Watchmen [in terms of a devious, complex, surprising plot]

I like the idea for this. The inclusion of characters that don't really seem to be going anywhere was nice. (Rebecca, billy and to an extent Jill)
Interesting idea for bad guys, it's like they took a look at Jill's control device and were able to modify different effects into them.
I havnt read all of this yet but from Wht I have read so far, it looks nice.
