Resident Evil 4 Disable "cutscene" mode?

Is there a way to expand the viewable area to the entire screen? Right now, my game is pretty much being played with the top and bottom cut off by black bars, as if it were a wide screen movie or a cut scene. Is there a way to get rid of this and just play with a normal screen?

PC version, by the way. Playing with a normal 1600x1200 LCD monitor.

This was with all the versions i don't see why it was done but it couldn't be changed.Considering you have the computer version i bet theres probably a mod on the internet to change it but i'm not sure.

on the ps2 and wii version you can change it. but in gamecube and pc you couldnt.
