They wouldn't call the movie biohazard even if it took place in Japan. All the "biohazard" Games, movies and other titles have come to American Renamed to Resident Evil. They wouldn't change the name now just because the movie takes place somewhere.
That's like the ring:
America: The Ring
Japanese: Ringu

Any RE game or movie that's released in America will be called RE. Any RE game or movie released in Japan will be called Biohazard. If a game or movie from Japan is ported to U.S. systems, for the most part the game or movie will be changed to RE.
