Honestly I'm not sure about anywhere but Canada - and there are limited agencies in Canada so we don't have choices like that. Publishing up here doesn't have much choice either, since the big publishers bought most the small ones and require authors to be represented by a known literary agent.

That usually depends. My agent just takes a percentage of the initial deal, but it's not unheard of that it might involve a percentage of royalties for example. Depends on the agency
