The Picture on Jill's desk (yes i know im a nerd) although quite blurry looks like Chris from what I can tell, + the fact she has her desk right next to Chris'es.
the whole claire saying "A picture of a man, must be her boyfriend" was because of 2 reasons:
1, RE2 was made on the old PS so technology restraints gave them limited memory space to work with, so phrase doubling over was constant (several phrases Leon and Claire share when inspecting items)
2, It was to keep us guessing, but at the same time giving plenty of hints to Chris and Jill's relationship (The Desks, the group photo, the photo on her desk) doing in the time honored japanese tradition of "Guess what!"
thats how I see it anyway ^^
