Honestly I think this makes a lot of sense on capcoms part. They have kept it enough away from the Resident Evil series to show that it isn't how they envision the future of RE, I genuinely believe they have learnt that survival horror is the main way forward for the main series after its recent successes. Its a spinoff, which means it's easy enough to build a market for this game without too much cost to them, but still can offer something that gamers of today want to keep everyone happy. I guess core RE fans will be unhappy, its not something that catches my interests either, but it's not meant to. That's why its a spin off.
I see a lot of people, not just here, seeing the 20th Anniversary logo and thinking Umbrella Corps is how they're celebrating it. But who says this and RE0HD are the ONLY things we'll see next year? Both are slated for first quarter releases, meaning there is still 75% of the year unaccounted for. I doubt very much that these two games are all we'll see next year.

On their site they list it as an offiial part of the 20th anniversary. What is more interesting is the Resident Evil 2 remake and 'various other projects' in the works. I definitely think we will see more before the end of 2016.
Maybe it will be in future ones? They might not have even come up with the idea of using a logo or something when Resident Evil 0 HD was announced.Hmm, I wonder why it wasn't in the trailer then.
