So at the end of the opening chase sequence on top of the parking garage a rocket explodes the helicopter that tries to rescue Jill. Moments later a unarmed Nemesis appears sans rocket launcher. Then a minute later who appears with a rocket launcher? CARLOS! Carlos was probably just hungry for a tasty Jill sandwich. In which case, can you blame him? Even still, that does make him one evil SOB.
