Imagine if there's a Outbreak movie made by Capcom. What's your ideas if they made a movie based on the game? ( Ex. voice actors, scenes, new characters, characters' past, etc.)

CGI Outbreak movie you mean? in the third RE live action movie (Extinction) they wanted to add Cindy Lennox character to the cast but obviously that didn't happen.
