Probably, I don't know him as a Power Ranger.
I searched in Google and he does resemble Leon from RE6.
I think Paul Mercier is in Damnation, maybe that's whyy he isn't in the game. Couldn't he do both works simultaneously?

What is up with EVERYONE who plays Leon haveing similar names lol...The first two voice actos who played him were named Paul, and the 2nd/3rd are last named Mercier/Mercer...Ver close...Lol, coincidence?
