I have already gotten 2 of the 3 dog heads, but the third one is giving me issues. I know it can be found in a large book on the second floor, but when I get to the book, I am not able to open it. I walk right up to it, but I don't get the option to grab it. Did I forget to do something or what?

I've had occasional issues where picking something up didn't work, but it was usually solved by backing up a little, sometimes a few times, for the option to appear, or walking away and turning back sometimes working too... That's quite an unusual glitch if it's not letting you pick up the book at all.
Just to confirm, you are in the recreation room, and the book is on the table that's near a bin, right?
As far as I've experienced, you don't have to do anything before opening the book, you should just be able to pick up the book, tilt it and open it.
