That is quite a relatively old and outdated CPU, but it still might be able to run the game at a decent framerate if you have a semi-modern graphics card. Which GPU are you rocking?
Have you checked out Steam forum of RE7? It's filled with people complaining about the game not working with their AMD CPUs. SSE is required, I guess.
Although, a lot of crashes and bugs are due to the in-game graphic settings like Shadows quality and Shadow cache. If you get the game (or already have it), try turning down Shadows to High or lower. Turn OFF shadow cache entirely, because it causes a lot of VRAM usage.
