We haven't heard from old Ozwell E. Spencer at all, but don't you get the feeling this old guy is him? He talks about Umbrella like it was his. "All was lost after Raccoon City."
Spencer was never really revealed as evil. Just the old head of Umbrella which did deal in medicine and healthcare.
Why else would Wesker be so damn prideful (seemingly in triumph) in those scenes. Perhaps Spencer was a thorn in old Wesker's side?
Wesker supposedly in his time of triumph? ("The right to be God... that right is now mine.")
