It takes place between re5 and Re6

Re6 takes place on 2012

Rev2 is roughly 2010

I am gessing they might of done this so the charicters where not as old or maybe they just wanted something to bridge the re5/6 gap

Yeah, the Revelations games are meant to fill the gaps between the last two games.
