I have the PS1 version and there are many instances of Nemesis chasing you. You first meet him in the police station. Beware - he can chase you up and down stairs, through doors and into the street!!
He'll show up several times, and at one point attacks you from the air.
When he's chasing you, don't dither in the next room - try to get a head start!!! He's fast and persistent!!
