Why is there such a large difference between the graphics in RE1 and RE2?

Take a look between Prasite Eve 2 and RE1. PE2 must be the best graphics on Playstation 1.
But it takes time for the game companys to learn the system and make better graphics.

they were released about 2 years apart, so capcom had plenty of time to get to grips with a new style and improve on it.
