Good god, using COD as example of making yearly games. Who wants that for RE?
I don't think trying to please everyone with RE6 was bad. What was bad that they didn't differentiate the campaigns much despite saying so. Everyone had pretty much the same plentiful health and strength, and everyone could carry a boatload of weapons and items with them, and even the common enemies J'avo and zombies didn't act that differently. Basically what I'd do with RE7:
Jake and Ada campaign:
The secret ending hints at this. Both Jake and Ada are superhuman in RE. Their gameplay could be very fast, smooth and powerful, and plenty melee and finesse oriented. Basically take RE6 but make it even smoother with tweaked camera that supports the faster pace.
Claire and <redacted> campaign:
Claire and Leon is always a good candidate. They are both experienced zombie slayers but they are implied to do it with smarts, endurance and improvisation.They are much weaker than Jake and Ada, but they are resourceful and well-prepared anyway. Lets say this would be something like RE4, aggressive and rushing playstyle isn't encouraged and there are plenty of puzzles.
Noob campaign:
Someone who has no experience with zombies or mutants. Single player by default to maximize difficulty. Pretty much one bite by a zombie is game over. The noob is slow, weak, gets tired quickly and has no easy access to powerful weaponry. Needs to evade monsters, save ammo and think and most of all dare to proceed despite the lethal risk. This would be something like RE1-3, but with 3rd person camera most of the time.
But if they really plan to focus on just aspect, I hope they take the acclaimed Resident Evil 4 as a core and build a semi-open environment around it. A new city or a <redacted>-Umbrella facility full of new and old creatures. Lots of puzzles and scavenging made worthwhile. Take RE1/2 style approach and build many alternative storylines for different characters. BSAA builds a team out of Chris, Jill, Claire, Leon, Barry, Sherry, Sheva, Jake, Ada, Helena, Rebecca, Carlos and sends them in, and not all of them make it out alive.
