Possible sources believe that he is not a scientist, but a member of a government agency...The "Organization," perhaps?

I don't think he's a scientist. He seems to be an influent man in the DSO. In the first picture he's wearing a suit, so I don't think there's anything to make us believe that man is the one in the lab.
