Unknown to Sherry, a secret group known as The Agency was keeping her under surveillance, using its spies inside the U.S. Government. This was done at Albert Wesker's behest, in order to find out any secrets she may be hiding, but Wesker, having a history with William, knew not to underestimate the Birkin family, and suspected their was something more to Sherry than meets the eye. Insisting "she will be safe in our hands", Sherry was taken into custody by the Agency and imprisoned.
