Leon's not dead, but base on xXCheshireCatXx, it was Leon in Gaiden, so I 'm assuming there's a little gap there that nobody really knows about.

sometimes i can be wrong and if i am this time, i will cry. but capcom will never release the information about what happened to leon on the ship.

Gaiden wasn't done by Capcom, so I don't see how it would really fit into the story line.

He also stars in Resident Evil 4 and appeared in Resident Evil Gaiden, a non-continuity spin-off of the series, as one of three controllable party members as well as making an appearance in several of the novels.

However, due to the fact that the game wasn't made by Capcom and poor sales of Resident Evil Gaiden, the game in which this incident is featured and the complete non-mention of any of the occurrences that transpired in this game from future accounts, this is considered to be a completely non-canonical event.
