Resident Evil 2 (1998) Why did Wesker have a roll of film with Rebecca on it?

In the original Resident Evil 2 game if you search Wesker's desk 50 times you'll find a roll of film that when developed has a photo of Rebecca Chambers on it, but why did Wesker have this photo but I think it has something to do with him recruiting her into S.T.A.R.S. but why was his desk search before when it appears someone was looking for it?

It's a easter egg from capcom.. hence the 50 times check thing. The desk looks that way because the people in that station had to get ready for the zombie invasion.

Never once thought of Wesker as a pervert. My post up there was just a guess.. I don't know why he had it on his desk but if you read the text when checking the picture it says "New Recruit"

I don’t know if anyone watches anime but there are lots of perverted characters so Wesker being a bit of a creeper wouldn’t be something abnormal in Japan lol they don’t view things culturally the same as the West. I’m not saying he wants to go rape her or something just that a little perversion wouldn’t be crazy there. He could have had a photo of her in her medic outfit but he didn’t.

Agreed. It seems to be added to make Wesker's character more of a creep. If the picture had anything to do with anything official, "RPD" wise, Rebecca would be in uniform.
