Can someone explain to me: if Spencer came to regret everything he had done after what happened to Raccoon City, and created Elpis to to undo everything he’d done as atonement, how was Elpis already in the Ark before Raccoon City was destroyed?

More evidence that the “regret” story behind Elpis’s creation was bullsh*t and Spencer made it to stick it to whoever tried to claim credit for his work if he died without fulfilling his dream.

I just feel like it’s a result of them bending the story all the way over to justify Grace’s existence, more specifically to justify her being in Raccoon City. Which is crazy to me if she never makes another appearance.

I tend to agree here. I think Elpis was Spencer's "fail-safe". I mean, Spencer knew The Connections were going to betray him. I believe Elpis was Spencer's contingency plan if everything went to ****. Spencer "selling" Elpis as an antonment to Alyssa was his way of manipulating her to take Grace and hide her from The Connections. Gideon's research was inconclusive, but that does not rule Grace out as being essential to the development of Elpis. I mean, Grace was bitten at the start of the game. You get a huge close-up of this bite. There has to be something in her genes or DNA that prevents her from turning into a zombie.

I believe in the same way we got the twist of Ethan being dead, we have been set up for a twist in Grace's true purpose.
