How to assign skills at player 2 (when i play in split screen)?

When you make skill sets,
Make one that your friend will want.
Then when in the lobby or whatever, get your friend to press LB OR RB to get to tht skill set
You can't make skills in the lobby
You need to so it at the mercs menu
