No, it's not.
You just have to choose which one at the start depending on the map/character you are etc.
If it's a map i'm still getting to know, i'll use Time Bonus, if it's a character i'm not used to i'll use Quick Shot Power Increase/Counter Attack Increase, if it's a character with low ammo/lots of weapons, i'll use Item Drop Increase etc.
