I have heard of publishers hiding content on disks and pretending that they are made after the game is released to get extra money by charging people. This is probably what their plan was, but now they've been found out, they'll probably cave and release it for free.... at least i hope so.
Most games do this nowadays,one reason may be that if one player has a DLC character, he can;t play with people that do not have character, so they put them on the disc in first place so everyone will stay 'compatible' later.
