Resident Evil 4 Handcannon Upgrade?

I got the handcannon but every time I go to the merchant, it isnt available for upgrade.
Is there something you have to do to unlock the upgrades?

I never unlocked the handcannon, But all I can think of is try playing through the game and see what happens when you reach the merchants later on. Just like the other guns you can upgrade them once your further into the game.

If that dont work. U screwed!

I played on PS2

and maximum upgrade is 99.9 DMG and Infinity Ammo
