Resident Evil 2 (2019) Date Plot Hole?

Just started playing as Leon on the RE2 Remake and apparently Leon arrives on the first day of his job, which according to the orientation letter was 25th September.
However in the office you find a note describing 4 survivors written on the 28th September. How does that make sense?

In this version of events he says he got a call to stay away when he first meets Marvin in A and then there is a mention of him coming anyway after not receiving orders after a few days so that's why he didn't arrive on the 25th. At the top of the note on his desk one of the officers even scribbled "be glad you aren't here rookie" after **** went south.
