When Grace is with Zeno at RPD and Zeno tells her about Elpis, he shows pictures of girls that look like Emily and Marie. He tells Grace that they were copies, crafted to look like Grace.

They tried to copy Grace because they thought she knew the password for Elpis and they tried to transfer Grace's memories to all those clones so that they could tell them the password?

How does cloning even happen in the Resident Evil universe? When Spencer adopted Grace, they took a blood sample of Grace and then Victor used that to clone her?

Why was there a girl named Chloe in February 1990 in the Raccoon City Orphanage that looked exactly like the Grace's clones, if Grace was the original and she was the one they tried to clone? Grace was most likely born in early 2000s which is probably also when Alyssa interviewed Spencer.

And why at the end when Victor shows up at the ARK, he tells Zeno 'There was no connection between Grace and Emily'.

Bro what? Zeno just told Grace that all those girls were Grace clones. How the hell is there no connection between them?

I just don't get it.

They were not copies of Grace, but this is what people like Zeno and Gideon were lured to believe - just like organizations like The Connections were tricked into believing that Elpis was a powerful bioweapon when it was in fact a powerful antiviral. It was all a giant scheme by Spencer.

So in short - yeah, there is no connection between Grace and the clones. That's why there was a girl named Chloe in 1990 that looks just like Emily because the clone experiment started long before Grace was born. But since Grace looks similar to the clones, everyone mistook her as some sort of "Chosen One".

I do think this subplot is quite stupid though. Even if you try to use suspension of disbelief to make sense of it, there are a ton of plotholes that come with it. For instance, Gideon comes off as being really stupid if he can't find out Grace's actual birth date and use simple math to figure out that there's no way that a cloning experiment that started in the 1980s is connected to Grace.

The thing that makes no sense are the "flashbacks" Grace has at the RPD after watching the Chloe video.

I get that Grace feels guilt for Alyssa's death, but the other things seen in her "PTSD" flashbacks are nonsensical.
