Resident Evil 2 (1998) AI speed

Birkin and Mr. X follow curious behavior patterns pertaining to speed. The first three forms of Birkin all advance towards the player characters at a walking pace, but doesn't run after them if they retreat. The forth form is the only one that gallops. The reasons for why the fifth behaves the way it does are obvious, but I am curious as to why the first three forms don't run after the player characters.

Now, Mr. X, in his first form, has interesting patterns. His first is to walk at a fast pace and then when he nears the player character, he slows down to a stalking gait. He doesn't charge after the players if they attempt to flee, which is precisely what his second form does.

Why implement such patterns in the AI of these creatures?
