Maybe he had a stronger urge to retain his humanity and the virus worked with his needs? The others who turned were mostly just power hungry so I guess it didn't really bother them what they became, but Steve didn't want to be a monster it was kind of forced onto him.

I view it as the Sun being ego, the Moon dictates the emotions, Mercury is related to intellect and how you communicate, Venus is how you flirt and handle personal relationships and Mars the drive and motivation. Eg. Mars in Aries tends to act on impulse, usually before thinking things through.
