OP asked what we thought of that opinion, gave honest answer. CV is the most overrated game in the series, and add the fact that some people praise it for very fishy reasons (It has Nazi's!!!1) and you have a multitude of red flags that makes negative feedback inevitable.

I think you are wrong, CV is more of a "theme" game than anything. It has a good amount of content and lots of exploration and backtracking, but I would not call it the best.

I dunno, a few creepy moments does not translate into a scary game in my book. Code Veronica always struck me as more thematic and more straightforward in gameplay, rather than a straight up scary horror game akin to RE1-2 (and REmakes).
