Let's have a look at exactly what Geoff Keighley said.
During the intro to the RE9 reveal he said this:
"When I first got a glimpse of this project last summer
I was absolutely blown away by the scale, scope and ambition of
this developer's vision"
Then after the reveal he said this...
Right OK, so if it does turn out that Leon is playable after all then it still won't be proof of Dusks legitimacy, but if Leon is not in it then it will be further proof of Dusks fraudulency.
The jury is out, either way Dusk is a fraud.
He didn't say that he was "sure" he said he was "100% sure", I'm not sure how much more confident you can be than 100% sure.
Where did he say he only "believes" Leon is in it now?
He is literally backing up what he said by saying he is 100% sure Leon is a protagonist. How you can interpret...
There's no doubt that Dusk is still confidently claiming that "I'm 100% sure Leon is the protagonist still ... They're baiting you guys 100%".
That is very confident language, which is quoted directly from his Twitter today:
This seems to be the ultimate test, Dusk is sticking to his guns...
After the presentation Dusk actually said "First, I'm 100% sure Leon is the protagonist still."
So there is no back-pedalling. I think you will find that most people just take what he says with a pinch of salt, not too seriously and enjoy speculating.

Dusk Golem has also said that it is the most ambitious RE project to date and it makes sense that if the game has been in development for 7 or 8 years it has something to do with the scope of the project not just messy development (which I am sure also played a part).
The director of RE7 & 9 Koshi Nakanishi said in the 2024 Capcom Next presentation that:
"We are making a new Resident Evil. It was really difficult to figure out what to do after 7. But I found it, and to be honest it feels substantial."
It's interesting that he says it was difficult to figure...
I've been playing the GOG releases too, it's great to have a legal way to get them for PC. I hadn't played the original trilogy since they came out on PS1 so it has been a very nostalgic journey. Also I don't remember Extreme Battle being in my original version of RE2, so that has been a nice...
