Operation Raccoon City what makes the game so flawed?

I played the game knowing it wasn't part of the series....so I wasn't disappointed. The game played like the old arcade shoot em ups which was very nostalgic for me and enjoyable. Obviously this game has flaws but that didn't make it a horrible game for me, I never play horrible games again once I've played them. I found myself wanting to blow up tyrants and headshot zombies again and again. Yea it could have been 100 times better but for what it is it's not something to pass up on in my opinion esp since its so cheap to get now. I would be really upset if slant six decided to reboot the series but that's not the case here just a good old fashioned shoot and kill.

Ugly graphics even for 2012 standards. Very unbalanced characters and weapons. The game was way too dark. Missions was very repetitive and not interesting.
