I know that there are still people out there who don't know about the private server and want to play these games online. It's not that hard to do! There are a few different ways you can do it.
First make an account on: http://obsrv.org/index.php
Using console
Easy but most expensive way is to get a Japanese PS2 with ehternet capability and the real legit Biohazard Outbreak disc. All you need to do after that is to enter the server DNS and you'll be good to go.
If you can't afford that you can do it in other ways. Piracy is strictly forbidden to talk about in the forums but use your imagination and you will find a way if you are that porr. Anyway, you could use something called 'swap magic disc' Search on ebay to buy that. This allows you to play imported/burned games on your PS2 console.
Emulator.
You will need a PCSX2 version that has the ethernet plugins avalibe. (more info in outbreak forums) You will need the Japanese PS2 BIOS. If you don't have them use your imagination and search the web.... After that you need a ISO for Biohazard Outbreak and then you need to patch it to skip the DNAS check when connecting to online.
